Final Manuscript Submission Instructions

Steps A to E:

A. Page Limits

All Regular, Workshop, and Poster Papers must adhere to the following page limit rules, or they will not be included in the conference proceedings. Payment for extra page charges is to be submitted with your conference registration.

  1. Regular Paper: may have up to 8 pages without extra charge, and up to 4 extra pages at $100 per extra page.
  2. Workshop Paper: may have up to 6 pages without extra charge, and up to 2 extra pages at $100 per extra page.
  3. Poster Abstract Paper: may have up to 2 pages without extra charge, and up to 2 extra pages at $100 per extra page.

B. Formatting

To prepare the camera-ready manuscript, please make sure that you follow the format and templates:

Failing to do so may result in your paper to not be included in the conference proceedings.

C. Copyright

C.1 Copyright Policy

IEEE policy requires that prior to publication all authors or their employers must transfer to the IEEE in writing any copyright they hold for their individual papers. More information about copyright transfer and IEEE Copyright form can be found at:

C.2 Electronic Copyright Form

Please complete the electronic copyright form on the EDAS page for your paper. A direct URL:

C.3 Copyright Notice in Footer

The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceedings. Before you create your PDFs, please insert the following copyright notice to the bottom of the first page of your paper.

  • For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright

  • For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 978-1-5386-6808-5/18/$31.00 ©2018 Crown

  • For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-5386-6808-5/18/$31.00 ©2018 European Union

  • For all other papers the copyright notice is: 978-1-5386-6808-5/18/$31.00 ©2018 IEEE

D. PDF eXpress

The final camera-ready manuscript must be generated via the IEEE PDF eXpress Plus.

For first-time users, click link "New Users - Click Here" to enter the conference ID, your email address and choose a password of your own, then click "Submit". The next time you should use the conference ID (44807X), your email address and password to login to IEEE PDF eXpress Plus directly. The site is open from September 21, 2018 to the submission deadline October 5, 2018. You can find information on how to use IEEE PDF eXpress Plus at:

To access the Publication Support Center for IEEE PDF eXpress, click the following URL:

If you do not find an answer in the "Find Answers" tab, go to the "Ask a Question" tab. Your question will be forwarded to IEEE PDF Support and answered within 3 business days.

E. Final Upload to EDAS

Follow the instructions below to submit your final manuscript to the conference. For further help, see Upload to EDAS. EDAS will only accept the IEEE Xplore-compatible PDF generated from PDF eXpress.
  1. Once logged into the EDAS system, navigate to your paper by clicking "My…" and selecting "My papers" from the dropdown menu.
  2. On the next page click on your paper's title.
  3. Scroll down to the "Final manuscript" row and click on the cloud-shaped upload button. From there, follow the instructions provided by EDAS to upload your paper.
  4. Upon completing the above step you have successfully submitted your final manuscript to the conference!

Policy for Author or Title Changes

In order to ensure an appropriate consideration of conflicts of interest in the review process, IEEE IPCCC prohibits any change to the list of authors and/or the title of a paper when the paper is under review or if accepted for final publication. The author list or the title of a paper may be changed only prior to the submission deadline.



No Show Policy

For All (Regular/Workshop/Poster) Paper Authors:

Please be notified that your Regular/Workshop/Poster paper will be excluded from being published or included in the IEEE Xplore and the CSDL should your paper fail to be presented at the conference. Please refer to the IEEE No Show Policy (Non-Presented Paper policy) in this page:

Authors are required to present their paper at the conference in order for a paper to appear in the conference proceedings. Registration receipts and proceedings will be available (at the conference) only for papers that are presented.  



Visa Application:

Those authors requiring a Visa invitation letter should request one via the EDAS page for their paper.  



Poster Paper Instructions

Poster Paper authors are required to bring and present a printed poster presentation of their paper during the Poster Session. An easel, a cardboard mounting board, and mounting supplies will be provided for you to display your printed poster that should be prepared before the Poster Session begins. The required size dimensions (either portrait or landscape) are:

  • A0 Poster Paper Size (841 x 1189 mm) 33.1 x 46.8 in
