IEEE requires authors of accepted papers to present their paper at the conference in order for a paper to appear in the conference proceedings, and in IEEE Xplore.
However, we understand that there may be circumstances that NONE of the paper authors are able to present the paper in person.
These circumstances can include unpredictable event such a Visa denial or delay, Government restrictions on travel, sudden illness or other verifiable reasons.
Paper participants will need to provide documentation validating their confirmable reason.
Under such confirmed circumstances
- IPCCC will allow a substitute speaker to be substituted.
This person needs to enabled by the authors to present the paper in the author’s stead.
- If all attempts to find a substitute author is not possible, IPCCC can make arrangements for remote video participation with live Q & A.
A remote participation slot will be reserved for any author who completes the following steps
- Submits Camera-ready manuscript by 9/15/25
- Pays the full conference registration fee by 9/15/25
- Makes the official remote participation request with confirmable reasons by 9/15/25 to
IPCCC2025RemoteRequest@googlegroups.com

Please include paper name and number.
- Pays the remote participation fee early (9/15/25) or late (10/15/25)
- Submits confirmation documents for Remote request to
IPCCC2025RemoteRequest@googlegroups.com
by 10/22/2025.
Or pay penalty by 10/23/25 if no documentation submitted.
- Receives confirmation of acceptance of the Remote request by IPCCC
- Uploads video of your presentation by 10/29/2025
There will be a limited number of remote participants allowed at the conference, so it is recommended that you reserve your virtual speaking slot as soon as possible.
If the author is able to present in-person at the conference, the virtual slot can be cancelled and the remote participation fee will be reimbursed minus a $35 processing fee.
Remote presentation will occur the weekend before the actual in-person conference on 11/15/2025.
Remote presentations will require a 15-minute video taped presentation that will be presented via Zoom.
The Remote session chair may decide whether to show the video or have the author give a live zoom presentation.
Authors will need to be present at the start of the session and be present at the end of their paper presentation to answer questions.

All remote participation requests must be accompanied with a valid reason that warrant an exception to be made, along with formal documentation justifying the nature, validity and unavoidability of the conflict.
- A predictable, schedulable or controllable event that the authors are aware of typically will NOT qualify for an exception.
Examples that DO NOT qualify include: scheduled student exams, presentations or defenses; other conflicting travel arrangements of the presenting author; financial reasons, and other events of a similar nature.
- An unpredictable or uncontrollable event that prevents an author from attending qualifies as an acceptable reason, such as unexpected personal injury before the conference (with formal doctor’s statement), flight delay, travel restrictions by governmental authorities, natural disasters, military or political hindrances etc.
Documentation is required to validate the reason and provide a basis for the exception.
- A denied US visa application or a prolonged visa processing time for the visa interview is be regarded as a valid reason but the author must demonstrate due diligence in applying for a US visa to attend the conference.
The Vice-Chair of IPCCC will examine the documents provided and recommend acceptance or rejection of all remote presentation requests to the IPCCC Executive committee on an on-going basis.
To receive early notification of your remote presentation acceptance, please pay the remote presentation fee and submit the confirmation documents as soon as possible.
