Review Manuscript Submission Instructions


All presented papers will be included in the conference proceedings and published in IEEE Xplore.

All papers should be submitted through the EDAS system: https://edas.info/N31154

Submissions should represent original research results and may not be under review or accepted for publication in another venue. The standard page length for workshop regular papers is 2-6 pages. Paper submissions should be formatted according to the IEEE standard double-column format with a font size of 10 pt or larger. Please refer to the IEEE formatting instruction for details:

Final Manuscript Submission Instructions

Steps A to F:

A. Page Limits

All workshop papers must adhere to the following page limit rules, or they will not be included in the conference proceedings. Workshop papers may have up to 6 pages without extra charge, and up to 1 extra page at $100 per extra page. Payment for extra page charges is to be submitted with your conference registration.

B. Formatting

To prepare the camera-ready manuscript, please make sure that you follow the format and templates:

Failing to do so may result in your paper to not be included in the conference proceedings.

C. Copyright

C.1 Copyright Policy

IEEE policy requires that prior to publication all authors or their employers must transfer to the IEEE in writing any copyright they hold for their individual papers. More information about copyright transfer can be found at:

D. PDF eXpress

The final camera-ready manuscript must be generated via the IEEE PDF eXpress Plus.

For first-time users, click the link "New Users - Click Here" to enter the conference ID, your email address and choose a password of your own, then click "Submit". The next time you should use the conference ID (55026X), your email address and password to login to IEEE PDF eXpress Plus directly. The site is open until the submission deadline September 7th, 2023. You can find information on how to use IEEE PDF eXpress Plus at:

To access the Publication Support Center for IEEE PDF eXpress, click the following URL:

If you do not find an answer in the "Find Answers" tab, go to the "Ask a Question" tab. Your question will be forwarded to IEEE PDF Support and answered within 3 business days.

E. Final Manuscript Upload to EDAS

Follow the instructions below to submit your final "camera ready" manuscript to the conference. Final manuscripts must be submitted by the “camera ready” deadline of September 7th, 2023. No paper corrections will be accepted after this deadline. For further help, see Upload to EDAS. EDAS will only accept the IEEE Xplore-compatible PDF generated from PDF eXpress.
  1. Once logged into the EDAS system, navigate to your paper by clicking "My…" and selecting "My papers" from the dropdown menu.
  2. On the next page click on your paper's title.
  3. Scroll down to the "Final manuscript" row and click on the cloud-shaped upload button. From there, follow the instructions provided by EDAS to upload your paper.

F. Presentation Upload to EDAS

All authors are required to specify which author will present at the conference and upload their presentation materials to EDAS by TBD. Workshop paper authors must submit a PDF containing their presentation slides.
  1. Once logged into the EDAS system, navigate to your paper by clicking "My…" and selecting "My papers" from the dropdown menu.
  2. On the next page click on your paper's title.
  3. Scroll down to the “Presenter(s)” row, click on the “plus sign” button and select the author who will present the paper at the conference.
  4. Scroll down to the "Presentation" row and click on the cloud-shaped upload button. From there, follow the instructions provided by EDAS to upload your presentation.

Policy for Author or Title Changes

In order to ensure an appropriate consideration of conflicts of interest in the review process, IEEE IPCCC prohibits any change to the list of authors and/or the title of a paper when the paper is under review or if accepted for final publication. The author list or the title of a paper may be changed only prior to the submission deadline.



No Show Policy

For All Workshop Paper Authors:

Authors are required to present their paper virtually at the conference in order for a paper to appear in the conference proceedings. Registration receipts and proceedings will be available only for papers that are presented. Your paper will be excluded from being published and included in the IEEE Xplore and the CSDL should your paper fail to be presented virtually at the conference. Any exceptions to this policy can only be made by the General and Program Chairs. IEEE always reserves the right to exclude a paper from distribution after the conference, including IEEE Xplore® Digital Library, if the paper is not presented by the author at the conference.
